In Colorado, a BAAC (Building Accountability Advisory Committee) is the school-level version of the state-mandated accountability system. While many traditional schools simply call it the SAC (School Accountability Committee), many charter schools use the term BAAC.

Its primary role is to serve as a bridge between the school’s administration, the governing board, and the community (parents and neighbors) to ensure the school is meeting its academic and financial goals.


Core Responsibilities

Under Colorado law (C.R.S. 22-11-401), the BAAC has several specific legal duties:

1. The Unified Improvement Plan (UIP)

The BAAC’s most critical task is to review the school’s Unified Improvement Plan.

  • They analyze student performance data (like CMAS scores).

  • They provide input on strategies to improve areas where students may be struggling.

  • They monitor the school’s progress toward the goals set in the prior year’s plan.

2. Budget Priorities

While the BAAC does not set the budget (that is the job of the Charter Board), they are legally required to recommend spending priorities.

  • They advise the Principal and the Board on where money should be directed to best support student achievement.

  • They ensure that the budget aligns with the goals outlined in the Unified Improvement Plan.

3. Parent and Community Engagement

The BAAC acts as a formal “voice” for the community.

  • They provide input on how to increase parent involvement at the school.

  • They often serve as a feedback loop for school culture, safety, and environment.

4. Principal Evaluation Input

The BAAC provides recommendations to the school’s governing board regarding the principal’s performance evaluation. They offer a community perspective on how the leadership is impacting the school’s mission and success.


Membership Requirements

To ensure a balanced perspective, Colorado law requires the committee to include:

  • The Principal (or a designee).

  • At least one teacher who works at the school.

  • At least three parents of students enrolled in the school.

  • At least one adult member of a parent-teacher organization (PTO).

  • At least one community member (someone who lives in the area but does not necessarily have a child at the school).
